The zombies that don't have weapons can still be countered, but it's not as easy. There will be a cinematic if you did it successfully. Stand in front of them and when they go to swing at you, simply time the counter correctly.
If you're going for it here, look for enemies with shovels, as they're the easiest to counter. In this area, zombies will spawn randomly. The most popular spot, as far as I see, for nabbing this is the Graveyard leading up to the Cathedral at the beginning of Chapter 2 in Leon's campaign. There are a few places where you can (somewhat) easily grab this achievement. *Zombies without weapons can be countered. If you hit it on time, you will kill your target, but it will not count a counter, thus resetting your count. *If you get grabbed after failing a counter, and you're prompted with a timed even, hit it early or miss it on purpose. Reloading will also reset your counter count. *You cannot kill any zombies in between counter kills. Learning how zombies move when they're about to attack helps, because in the end it's all about timing. *The hardest part is timing the counter right. *This is easiest to get against zombies (as apposed to the J'avo), therefore Leon's campaign is your best bet. There are a few things to note beforehand however. You can't exactly spam RT and you have to be in range of your enemy so they'll attack. Counters in Resident Evil 6 require pinpoint timing, and for me a little luck.
I don't believe this achievement is as easy as it's made out to be.
